To all Our Valued Customers July 1, 2008

In an effort to support our customers during the recent severe escalation in fuel costs, Central Concrete has decided to cap its fuel surcharge at $4.00 per cu. yard effective July 1, 2008.

We intend to hold our fuel surcharge at this rate until further notice. Central will provide at least one month's notice of any change in this surcharge rate. If fuel prices drop below the $4 surcharge level we will reduce our rate to reflect this surcharge reduction. This would take place if our diesel fuel index price dropped below $4.10 per gallon.

Please don't hesitate to contact us if you have any questions. Central Concrete thanks all of you for working with us during this difficult period.                                                                       Sincerely Yours,
                                                                       Jeff Davis
                                                                       Vice President - General Manager

Prior to July 1, 2008 the basis of the fuel surcharge has been the department of energy price index for California www.eia.doe.gov. The fuel surcharge was indexed monthly from a base of $2.50/gal. On the first Monday of each month the average of the previous week's fuel cost was used to calculate the current month's fuel surcharge. For every $0.05 in fuel increase over the $2.50 base Central has charged a surcharge of $0.125/cyd. This fuel surcharge index will be updated and posted on our company website with the current fuel surcharge rate for that month.
